504 vs IEP

A 504 Plan and an IEP (Individualized Education Program) both support students with disabilities, but they differ in purpose, services provided, and eligibility requirements.

A 504 Plan, provided under Section 504 of the Rehabilitation Act, is designed to ensure a student has equal access to education through accommodations such as extended time, preferential seating, or behavioral supports. To qualify for a 504 Plan, a student must have a physical or mental impairment that substantially limits one or more major life activities (such as learning, concentrating, walking, or communicating). The student does not need to require specialized instruction to be eligible.

An IEP, provided under the Individuals with Disabilities Education Act (IDEA), is intended for students who require special education services and specialized instruction. To qualify for an IEP, a student must meet criteria for one of the disability categories defined by IDEA (such as Specific Learning Disability, Autism, Speech or Language Impairment, etc.) and demonstrate that the disability adversely affects educational performance to the extent that specialized instruction is needed. Eligibility is determined through a comprehensive evaluation process conducted by a multidisciplinary team.

In summary, a 504 Plan focuses on accommodations to provide access to learning, while an IEP provides specialized instruction and related services. Qualifying for a 504 Plan requires a disability that substantially limits a major life activity, whereas qualifying for an IEP requires meeting IDEA disability criteria and needing specially designed instruction.
